Registration for Basant 2027 opens on 5 September 2026. Lahore's Deputy Commissioner, Captain (retd) Muhammad Ali Ijaz, announced on 4 September that the Basant Portal 2027 goes live the next day, and that nobody in Lahore may prepare kite flying equipment without a permit from the district administration. The festival itself is set for 12 to 14 March 2027.

This is the first concrete step in the run-up to Lahore's second regulated Basant. Here is what was announced, who actually has to register right now, how the portal works, and what it means if you just want to fly a kite in March.

  • Portal registration starts 5 September 2026, announced by DC Lahore on 4 September.
  • Right now it is for kite and string manufacturers only. Sellers, traders and kite flying associations register in January or February 2027.
  • Manufacturers need a No Objection Certificate (NOC) before they make anything. Only approved kite sizes and cotton string are allowed.

  • Ordinary kite fliers have nothing to file yet. Rooftop registration comes later through the same portal.

What DC Lahore announced on 4 September

The announcement is short and specific: the Basant Portal 2027 opens for registration on 5 September, and a permit is now mandatory for anyone preparing kite flying equipment anywhere in Lahore. The Nation quotes the Deputy Commissioner directly: "The registration on Basant Portal 2027 will start from September 5."

Only people who obtain an NOC may prepare equipment, and district administration teams will monitor the approved production process. The stated aim, per the same report, is to revive the traditional kite flying culture while keeping it inside the safety regulations.

The second half of the quote matters as much as the date: "Only use of approved sizes and cotton strings can ensure a safe Basant." Dawn's report adds the enforcement language, with the DC promising a zero tolerance approach towards chemical coated string and metallic wire, and inspections of manufacturing facilities under the Punjab Regulation of Kite Flying Act, 2025.

Who has to register now, and who waits until January

Only manufacturers register in September. If you make kites or string, you need to be on the portal and hold an NOC before production starts.

Dawn's report is the clearest on this split. Registration from 5 September is for manufacturers of kites and other Basant material. Sellers, traders and associations will be asked to register in January or February 2027, with the exact date to be announced later.

That sequencing is deliberate. Kite makers need a five to six month head start to produce stock for a March festival, and the administration wants every kite that reaches a shop in Lahore to have come from a registered, inspected workshop. Retailers cannot legally sell unregistered stock, so the paperwork starts at the source.

How the Basant 2027 portal registration works

The official site is basant.punjab.gov.pk, and every registration form on it redirects to the Punjab government's eBiz Punjab portal. The portal lists 12 to 14 March 2027 as the festival dates, marked tentative.

Four business categories can register:

  1. Manufacturers of kites and approved strings. This is the group opening on 5 September.
  2. Sellers, meaning retail kite and string shops.
  3. Traders, meaning wholesale and distribution.
  4. Kite Flying Associations, meaning clubs and event organisers.

According to the portal, you will need a valid CNIC, an email address, a registration fee (the amount is not published on the landing page) and verification of your business premises. A registration is valid for one year and is renewable. The same portal also handles rooftop registration and transport permits, and there is a helpline at 0800-02345.

If you are a manufacturer, the practical advice is to register early rather than close to the deadline. Every approved workshop gets a site inspection, and the DC has said monitoring teams are already assigned. The earlier the NOC, the longer the production window.

The rules manufacturers have to build to

Two rules define legal Basant equipment in 2027: approved kite sizes, and cotton string only. Everything else is banned.

  • Approved sizes only. The exact dimensions for a patang and a guda are set by the district administration and will be specified as part of the NOC process. Anything oversized does not get approved.
  • Cotton string only. Dawn notes the cotton thread, commonly called pinna, has to meet prescribed specifications. Nylon, metallic wire and chemical or glass coated manjha are all illegal.
  • Zero tolerance. Per the Express Tribune's coverage of CM Maryam Nawaz's August announcement, violations of the string ban carry three to five years imprisonment, fines up to Rs 2 million, or both, and are non-bailable, cognizable offences.

The string rule is the whole reason Basant was banned in 2007 and the whole reason it is back under regulation. The 2026 revival went ahead with heavy enforcement and still recorded deaths and injuries, which is why the 2027 process starts with manufacturers rather than with fliers.

What this means if you just want to fly a kite

Nothing to do yet. The September opening is for the people who make kites, not the people who fly them.

For everyone else in Lahore, three things are worth knowing now:

  • Rooftop rules already exist. Dawn reported in May the CM's conditions for 2027: kite flying only from secure rooftops with boundary walls at least 3.5 feet high, no running or hanging over edges, continuous supervision of children, no high decibel sound systems, and a first aid kit on every premises. Building owners and organisers are jointly liable.
  • Rooftop registration will run through the same portal. The official site lists it alongside business registration, so expect a public window closer to the festival, most likely alongside the seller registration in January or February.

Buy only from registered sellers when the shops open. A registered shop can only stock kites from a registered, inspected manufacturer, so the registration chain that starts on 5 September is what protects you from an illegal string in March.
